Strategise UPSC Preliminary exam preparation

Preparation for the civil services examination requires one to be tuned in to information sources all the time, and not just because the notification for the year's Preliminary Exam has been put out.

Aspirants should grant importance to the Preliminary Exam (PE) as this is the gateway to the next two stages, the main exam and the personality test (PT). As a large number of candidates appear at this stage, the PT becomes the deal breaker. Several bright students who may have done well in the main exam fail to clear it, including those who may have failed the PT in previous attempts. So the PE should not be taken lightly. Candidates should follow a result-oriented strategy to crack it.

HERE ARE A FEW USEFUL TIPS:

First things first:

It is essential that the candidate has no shortage of 'information' or what is known as the knowledge base. The syllabus for the PE is not exhaustive -- it is of a reflective nature. Therefore, a majority of candidates find it really difficult to decide what to read and what to exclude. Candidates must develop the knack of gathering information. It is a knack, because if you don't cultivate it, then the 'quantity' of the info goes up, and its 'quality' comes down. To develop this knack, candidates should:

Take utmost care when selecting readings and references. Don't refer to just anything and everything. Read quality books, government journals and selective government documents at all levels of this exam. Remember, there is no short cut to a good thing.

Go through previous years' question papers. While browsing through them, examine the way the questions are fashioned -- their nature, style of framing, depth, the element of confusion being created, etc.

What comes next:

Get in sync with what is expected of you. Since the process of change commenced (precisely after the so-called CSAT paper was introduced in the PE), there has been a declared shift from rote learning- to application learning-based questions. This was one of the aims of the change as declared by the Cabinet Minister, Department of Personnel Training in Parliament in 2010. Now 'cramming' is almost of no use. It is now essential that candidates have conceptual clarity about the information they have. Now, a majority of the questions are of a hybrid nature, based as much on factual knowledge as on conceptual clarity.

This is why just having (or knowing) the information is not enough. One is supposed to have the ability to comprehend the various applications (or uses) of the information. Application-based preparation is the need of the hour. Materials or dictated notes are of little use in this regard as their application cannot be written or taught, it is a thing to be learnt, either through the right experts or through self-teaching.

Last, but certainly not least:

To achieve success in competitive exams, one has to beat others with traits, such as precision, speed, etc. And for this, practice is essential: one should take a few mock tests. Mock tests have several benefits: they teach you to manage time; face a variety of questions based on a variety of relevant info; and help you listen to the analysis of experts. But taking care of the quality of mock tests is also essential: they should be able to simulate the pattern, standard and originality of the UPSC.

Storing hard copies and keeping records of all your financial documents is not only cumbersome but unsafe. Just going paperless is not enough. It is important that you organize all your important papers at one place. In case of emergency it becomes easier for your family to access all documents quickly.

With e-vaults and free cloud storage, this task has become easier. In fact, the government has recently launched a free digital vault service, DigiLocker, which lets you store such sensitive data safely.

Still in its beta phase, DigiLocker is the national Digital Locker System that can help you consolidate all your important papers at one place. However, you need to have an Aadhaar card.

How it works
To open an account you'll have to enter your UID number. The system will send a one-time password (OTP) to your registered mobile number and email ID to validate your identity. Once you log in you can start uploading your documents under the `my certificates' section.

You can either upload scanned copies, which, if required, can be digitally signed. The locker is also a repository of all your government issued e-documents.These electronic e-documents are uploaded by issuers, government departments or agencies such as CBSE, registrar office, income tax department, etc., in a standard XML format that is compliant to digital locker technical specifications. Right now, you'll only get 10MB of free space, which will be later increased to 1 GB.

While the documents you upload can be shared via email, the e-documents from governments agencies viewed by an authorized list of requestors such as a bank, university , the passport office or the transport department. To make the e-document at par with the original one, you can also digitally sign these documents.

Other options
DigiLocker is a first from the government. However, private e-locker services have been around for some time now. ICICI bank has a similar e-locker service which customers can use by login in through their internet banking or ICICI Direct account login.

Then there are private businesses like Kleeto.in that provide secure online storage for a fee ranging from Rs 200 to Rs 2,000. For a basic yearly subscription package of Rs 200, Kleeto will securely store 15 documents of 5 pages each and an online storage of up to 50MB. They will pick-up, scan, upload and keep the papers safe. When you need the originals, they will be sent to you within 2-3 days.

Private e-vault services lets you create folders and categorize to make browsing easy. Free cloud storage like Google Drive and Dropbox also let you do the same. However, cyber law and jurisdiction is a concern.

Data security
Similar to online banking transactions, the OTP that unlocks your DigiLocker account gets erased immediately making the process secure. "Online free storage services are equally secure, however, the government's locker is more secure primarily because the data gets stored within India and you are legally protected under the Information Technology Act, 2000.

On the other hand, if you store anything in DropBox or Google drive, you are governed under US regulations and there is no direct protection under the IT Act," says Sivarama Krishnan, director risk advisory, PwC India. The a count and the related data being directly linked to the Aadhaar gives it additional protection. "If required, there is an ability quired, there is an ability to uniquely identify who is accessing the account and what is being accessed," adds Krishnan
.

"Currently, 3.7% service tax is charged on train fares for AC Class, First Class,Second class, third class fares and freight.

This will go up to 4.2% from today which means the rise is only 0.5%," a railway ministry official said.

The government has proposed the raise to facilitate a smooth transition to the Goods and Services Tax (GST) system.

"To facilitate a smooth transition to charge of tax on services by both the Centre and the States, it is proposed to increase the present rate of service tax plus education cesses from 12.36% to a consolidated rate of 14%," Jaitley had said in the Budget speech.

Improve your CIBIL credit score through Billpayments

Pay all your telephone, electricity bills on time to increase credit score. Timely payment of telephone and electricity bills and even insurance premiums will soon be an input for determining the credit worthiness of a borrower by credit information bureaus with the Reserve Bank of India pushing for an expansion of data on borrowers. According to the central bank, this will improve credit bureau coverage from 20% to 70% of prospective borrowers and will enable those in remote areas to get loans.

At present, when a borrower seeks a personal loan or a credit card, the lending institution checks his credit score from credit information bureaus like Cibil, which gives it an idea of his record in repayments. Based on the score, the institution decides whether to lend and at what rate.

Although RBI cannot direct telecom companies, insurers or utilities to share customer data, globally such companies have voluntarily pooled information as they have seen an improvement in payments after they started sharing information.

"The RBI has introduced positive data sharing in India, which allows good repayment behaviour in one product to be of use in predicting behaviour of the consumer in other areas. Telecom and utilities positive data is, hence, likely to help support making credit-worthiness decisions on the segment of the population that does not have access to banking credit," said R Gandhi, deputy governor, RBI.

A positive data is information on timely payment as against reporting of defaults, which is considered negative data. Gandhi was speaking at the seventh annual Cibil TransUnion Credit Information Conference.

Pointing out that India has fallen two ranks from 140 in 2014 to 142 in 2015 in the Ease of Doing Business index, Gandhi said that the country does well in respect of depth of credit information where it scores 7 on a total of 8 score. "Where we did not score was in respect of our retailers / utilities companies not distributing the data to the CICs (credit information companies)," Gandhi said.

Incidentally, the Nachiket Mor committee on financial inclusion had recommended that the RBI should constitute a working group involving the various stakeholders, such as Trai, CERC and CICs to develop a framework for sharing of data between telecom companies, electrical utilities, and CICs. "The underlying acts, rules and regulations governing CICs, electric and telecom sectors need to be examined to make suitable legislative and regulatory changes for this purpose," Gandhi said.

Installing WhatsApp on Devices without SIM Card

Its fine if your device doesn't support SIM card, but it MUST be able to access Internet via using Wi-Fi or cable. Obviously if you can't even access internet from your device, there is no point of installing WhatsApp without SIM on it because WhatsApp uses internet to send and receive files and messages.

You should also have a mobile phone number that is currently not registered on WhatsApp. You can use any old phone for this purpose. The only requirement is that it should be able to receive a SMS. This phone number will be used only to configure WhatsApp on your device that doesn't have a SIM card.

Now we are ready to setup WhatsApp without SIM card. First connect your device to internet. Now go to the official WhatsApp Messenger download page and download it on your device. Install it after downloading it on your device.

Once the installation of WhatsApp is complete, start the app. You will see the WhatsApp welcome screen where it will ask you to agree to its Terms and Conditions. Just click on the 'Agree and Continue' button to agree and proceed.

On the next screen, WhatsApp will ask you for your phone number for verification. Here, enter the phone number of your mobile that is not registered on WhatsApp and click OK. Now the verification will fail but you will receive a verification code on your mobile phone. Just enter this verification code to verify.

Note that it will take about 10 minutes to get the verification message on your mobile phone. So be patient. If you don't get the SMS from WhatsApp in 15 minutes, simply click on 'Call Me' to get a call with verification code and verify using it.

That's it. The hard part is done. Now on the next screen, enter the name your want to display and start using WhatsApp without SIM instantly.

At the time of writing, you need to verify WhatsApp only once. So once your start using WhatsApp without SIM on your device, you don't have to worry about the phone number you used to verify. Once verified, you can use WhatsApp Messenger forever!

Richard Flanagan wins Man Booker Prize 2014

Australian author Richard Flanagan has won the Man Booker Prize for his wartime novel "The Narrow Road to the Deep North". The Prize is equal to £50,000.

This novel The Narrow Road to the Deep North related with a love story as well as story about human suffering and comradeship. This is prize is announced on behalf of chair of the judges, AC Grayling. Flanagan's novel is set during the construction of the Thailand-Burma Death Railway in World War Two. It was announced as the winner on Tuesday night at London's Guildhall. This was the first year that the Man Booker prize had been open to all authors writing in English, regardless of nationality. Some writers had expressed fears that the change in the rules could lead to dominance by US authors.

Flanagan, 53, was presented with his prize by The Duchess of Cornwall. Richard Flanagan: ''I never expected to stand here before you in this grand hall in London as a writer, being so honored'' "In Australia the Man Booker is sometimes seen as something of a chicken raffle," Flanagan said. "I just didn't expect to end up the chicken." The author's father, a Japanese prisoner of war who survived the Death Railway, died aged 98 the day the novel was finished.

Grayling said the judges reached a majority decision after some three hours of debate. "The two great themes from the origin of literature are love and war: this is a magnificent novel of love and war. Written in prose of extraordinary elegance and force, it bridges East and West, past and present, with a story of guilt and heroism." The Narrow Road to the Deep North is Flanagan's sixth novel. Born in Tasmania, he is the third Australian to win the Booker. Thomas Keneally's Schindler's Ark won in 1982 while Peter Carey won for Oscar and Lucinda (1988) and The True History of the Kelly Gang (2001). It took Flanagan 12 years to get his novel right. "Other novels came and went as I continued to fail to write this one," he wrote in the Sydney Morning Herald. "I wrote five different versions of this book in order to find the final novel."

The story is set in a Japanese prisoner-of-war camp and centers upon the experiences of surgeon Dorrigo Evans, who is haunted by his love affair with his uncle's young wife two years earlier. Grayling said: "The best and worst of judging books is when you come across one that kicks you so hard in the stomach like this that you can't pick up the next one in the pile for a couple of days. That's what happened in the case of this book."

About the Author RICHARD FLANAGAN

He was born in Tasmania in July 1961. Flanagan's previous novels, Death of a River Guide, The Sound of One Hand Clapping, Gould's Book of Fish, The Unknown Terrorist and Wanting have been published in 26 countries. He directed a feature film version of The Sound Of One Hand Clapping (1998), which starred Kerry Fox. His father, who died the day Flanagan finished The Narrow Road to the Deep North, was a survivor of the Burma Death Railway. The book is dedicated "to prisoner san byaku san ju go" - a reference to his father's Japanese prison number, 335.
